Indonesia Property Market – November 2026: A Window of Opportunity for International Investors

A favourable exchange rate, strong policy support, attractive developer terms and a wide choice of quality new projects are combining to make late 2026 a compelling time for international investors to look at Indonesian property.

Indonesia’s property market is moving through a period of adjustment as 2026 draws to a close. Prices have held steady, government and central-bank support has been extended into 2027, and developers are bringing a broad range of new and completed projects to market with flexible terms designed to welcome buyers.

At the same time, the Rupiah has eased against major international currencies. For buyers earning or holding US dollars, Australian dollars, Singapore dollars, euros or other foreign currencies, this improves the effective purchase price of Indonesian property.

Taken together, these conditions raise a timely question: could the end of 2026 be one of the more rewarding windows for international investors to secure a quality property in Indonesia?

For investors who do their homework, the answer may well be yes.

1. A Stable Market in a Period of Adjustment

Indonesia’s residential market has been working through a softer patch in sales, but values have remained stable and momentum has improved through the year.

Bank Indonesia’s Residential Property Price Survey for the second quarter of 2026 showed primary-market prices still edging up, with the Residential Property Price Index rising 0.69% year-on-year, slightly faster than the 0.62% recorded in the first quarter.

On the sales side, the same survey recorded an annual contraction of 2.36%, a marked improvement on the 25.67% contraction in the first quarter. Quarter-on-quarter, sales grew 9.39% in the second quarter, reversing a 7.69% decline in the first.

Performance varied by segment. Sales of medium-sized homes were 10.51% lower year-on-year, while small homes were down 2.88%.

Bank Indonesia’s survey identified rising building-material costs as the biggest constraint on residential development and sales, followed by mortgage interest rates. Pinhome’s first-half 2026 report also noted that demand from middle-income buyers was being held back, even as online searches for homes kept rising.

For international investors, this combination matters. Prices have not fallen, which supports long-term value, while a more measured pace of domestic buying means a wider selection of available projects and developers keen to welcome new buyers.

In this environment, many developers are offering added value to attract purchasers, which may include:

  • Attractive launch or ready-stock pricing on selected units
  • Furnishing or interior packages
  • Contributions to legal or transaction costs
  • Extended instalment plans
  • Flexible booking fees and deposit structures
  • Rental-management or rental-programme options

Offers vary from project to project, and well-established developers with strong demand may have less need to offer them. It is always worth asking what is available on the specific unit you are considering.

2. More Choice Across the Market

Investors also have more properties to choose from.

Pinhome’s Indonesia Residential Property Market Report for the first half of 2026 recorded national landed-house inventory growth of about 5% compared with the previous semester. Secondary-market (resale) inventory rose 2.6% nationally over the same period.

The national picture is not uniform, however. In Bali, Pinhome reported that inventory in Badung Regency contracted by 1.6% during the same period, with a planned development moratorium in South Bali weighing on new supply. Areas such as Canggu, Seminyak and Uluwatu saw slower growth in new residential construction.

Jakarta’s apartment market shows a similar mix. Colliers reported that the city’s overall apartment take-up rate edged down to 87.7% in the third quarter of 2026, but stressed that the headline figure masks very different patterns across segments. Luxury and upper-segment projects led absorption, and a newly launched upper-class project in South Jakarta sold well while still under construction, without relying on the government’s VAT incentive.

Colliers also noted that apartments near major business districts can appeal to investors targeting expatriate and senior-executive tenants, offering a clear rental-income proposition.

The key point is that Indonesia is not one single property market. Conditions differ between cities, neighbourhoods and price segments, and the best opportunities come from understanding those differences.

Why more choice benefits investors

With a wider range of quality projects on the market, developers are differentiating through:

  • Competitive launch pricing
  • Better specifications and finishing packages
  • Additional facilities and amenities
  • Flexible payment schedules
  • Rental and property-management programmes
  • Stronger after-sales service

For investors, this makes it easier to compare several developments side by side and choose the one that best fits their goals. It is also worth looking beyond the most heavily marketed projects: a development with a strong location, sound construction and fair pricing can represent excellent value.

3. A Favourable Exchange Rate for Foreign-Currency Buyers

Currency movements are one of the most significant factors for international buyers right now.

According to Bank Indonesia’s third-quarter 2026 Monetary Policy Report, the Rupiah stood at Rp17,985 per US dollar on 20 October 2026, 0.61% weaker than at the end of September. Bank Indonesia linked the movement to geopolitical tension in the Middle East, tighter US monetary policy and foreign-investor sentiment in equity markets.

By the close of trading on 2 November 2026, the Rupiah was at Rp18,156 per US dollar.

For buyers bringing foreign currency into Indonesia, this makes a real difference.

For illustration, consider a property priced at Rp1 billion:

  • At Rp16,945 per US dollar (Bank Indonesia’s recorded rate on 20 January 2026), it would cost about US$59,014.
  • At Rp18,156 per US dollar (2 November 2026), the same property would cost about US$55,078.

That is a difference of about US$3,936, or roughly 6.7%, purely from the exchange rate.

The actual rate you receive will depend on your provider, fees and timing.

Why this matters for international investors

Indonesia continues to attract international interest for its diverse property markets, tourism economy, infrastructure development and long-term growth potential. Bank Indonesia projects economic growth of 4.9–5.7% for 2026.

For buyers earning in foreign currencies, the current exchange rate improves the relative affordability of:

  • Villas and residential developments in Bali
  • Investment apartments in Jakarta and other major cities
  • Residential projects in emerging tourism destinations
  • Commercial and mixed-use developments

Currency movements work both ways. If rental income and eventual resale proceeds are received in Rupiah, future exchange-rate changes will affect their value in your home currency. Bank Indonesia has stated that it expects the Rupiah to move stably and is actively working to support it.

Foreign buyers must also comply with Indonesia’s regulations on property ownership by foreign nationals, which differ from those for Indonesian citizens. Independent legal advice is essential.

4. Government and Central-Bank Support Continues into 2027

Policy support is another reason the current window is attractive.

VAT borne by the government (PPN DTP)

Under Finance Ministry Regulation PMK No. 90 of 2025, the government bears 100% of the VAT on qualifying new residential purchases during the 2026 tax year. Key conditions include:

  • The property must be a new landed house or apartment unit with a selling price of no more than Rp5 billion.
  • It must be handed over in ready-to-occupy condition and have a registered house identification code.
  • It must be the first transfer by the developer, with no previous change of ownership.
  • The deed of sale (AJB) or a fully paid conditional sale agreement (PPJB) must be signed between 1 January and 31 December 2026.
  • The incentive applies once per person, for one unit.

The 100% VAT relief applies to the portion of the price up to Rp2 billion.

Importantly for international investors, eligible buyers include foreign nationals who hold an Indonesian tax number (NPWP) and meet the regulations on property ownership by foreigners.

In October 2025, Finance Minister Purbaya Yudhi Sadewa announced that the PPN DTP housing incentive would be extended until 31 December 2027, with the details to be set out in a new Finance Ministry regulation. Buyers planning a 2027 purchase should confirm the final 2027 rules before relying on the incentive.

Easier mortgage lending

Bank Indonesia has also extended its relaxed loan-to-value policy, which allows eligible banks to lend up to 100% of a property’s value for landed houses, apartments and shophouses, through to 31 December 2027.

What should buyers check?

Before committing, buyers should ask the developer and their legal adviser to confirm:

  • Which taxes apply to the specific property
  • Whether the unit qualifies for the government-borne VAT incentive
  • Whether the property is ready for handover or still under construction
  • Which rules apply at the time of signing and handover
  • Whether the advertised price already includes applicable taxes

A property marketed as tax-free or tax-incentivised is not automatically eligible under the government programme, so a clear written breakdown of the price and tax obligations is essential.

5. Why New Developments Deserve Particular Attention

New developments can offer international investors a strong combination of modern specifications, payment flexibility and developer incentives, along with eligibility for the government VAT incentive on qualifying ready-to-occupy units.

Completed, ready-stock units offer added certainty: buyers can inspect the finished product, and Colliers noted growing buyer preference for completed projects in Jakarta during 2026. Projects still under construction, meanwhile, can allow investors to enter before surrounding infrastructure, commercial facilities or tourism activity fully mature.

Whichever route you choose, the strongest opportunities come from credible developers with a proven delivery record. As Colliers’ third-quarter findings show, developer reputation is a key driver of buyer confidence.

Before buying, investors should carefully assess:

  • The developer’s track record and financial position
  • Land ownership and development rights documentation
  • Building permits and approvals
  • Whether projected rental returns are realistic
  • Comparable properties in the area
  • Whether the price reflects actual market values
  • Contract terms covering completion and handover

6. Is November 2026 the Right Time to Buy?

No one can guarantee where prices, the Rupiah or developer offers will go next.

However, several conditions are currently working in favour of well-prepared international investors:

  • Residential prices have remained stable, supporting long-term value.
  • A wide choice of new and completed projects is available, with many developers offering flexible terms.
  • The Rupiah is trading at levels that improve purchasing power for foreign-currency buyers.
  • Government VAT relief and Bank Indonesia’s relaxed mortgage rules have been extended into 2027.

For investors who have been considering an Indonesian property, waiting indefinitely for the perfect moment could mean missing a favourable combination of exchange rate, incentives and choice on a property that already meets their needs.

The goal is not simply to buy because conditions look favourable. It is to find a property with genuine value, a credible developer and a purchase structure that makes financial sense.

Final Thoughts: A Timely Opportunity for Well-Prepared Investors

Indonesia’s property market is diverse, and conditions vary from one location and development to the next.

But late 2026 brings together an attractive mix for international investors: stable prices, a broad choice of quality projects, supportive government and central-bank policy, flexible developer terms and a favourable exchange rate.

The best purchase is rarely just the cheapest. It is the development that offers the strongest combination of location, construction quality, developer credibility, contractual protection and overall value.

For international investors who do their research, understand the numbers and work with reputable developers, November 2026 could prove to be a very good time to buy.
